
John McManus, Director
Prior to joining Soil & Water in 2013, John worked for the County’s Office of Environmental Quality and Storm Water Department for 13 years, where he helped conduct monitoring and sampling in the East Fork Little Miami River watershed, and managed the programs conducted under County’s storm water permit. Before coming to Clermont County, John worked seven years as an environmental scientist with ORSANCO, doing work ranging from biological surveys to wet weather studies on the Ohio River. He received a Master’s degree in Environmental Sciences from Miami University in 1993.

Connie Miller, Executive Assistant
Connie has been with Clermont Soil & Water since 2021. Connie is responsible for all the financial and administrative duties for the district. She coordinates activities for the community including the Annual Logo Contest and Spring Litter Clean-up along with the Annual Plant Sale. Connie graduated from The University of Cincinnati with a degree in Business and has over 24 years experience with the County. She keeps everything running smoothly with appointments, meetings, events and a myriad of other duties.

Jake Hahn, Conservation Programs Manager
Jake joined the Soil & Water staff as a District Technician in 2009 and moved to his current position in 2022. He has a B.S. degree in Natural Resources Management with a major in Forestry from The Ohio State University. Before coming to Soil & Water, he worked as a sawmill manager and as a forester. Jake provides technical assistance on a wide range of conservation projects, including pond construction and management, design of conservation practices such as grassed waterways, and implementation of agricultural Best Management Practices (BMPs). Jake also maintains GIS layers for the county stormwater inventory.

Becky McClatchey, Watershed Programs Manager
Becky initially joined the Soil & Water team in 2008 through Ohio’s Watershed Coordinator Grant Program while completing her Master’s degree in Environmental Sciences from Miami University. Becky works regularly with various public and private partners, including local communities and neighboring SWCDs, to develop plans and implement projects aimed at improving and protecting watershed health. Prior to joining Soil & Water, Becky helped to manage the Ohio Water Sentinel Program for the Greater Cincinnati region on behalf of Rivers Unlimited and Sierra Club, where she focused on stream monitoring and public engagement to promote the importance of clean water.
Elea Cooper, Education & Communications Coordinator
Elea joined Clermont Soil & Water in 2024 after earning a B.A. in Biology and Sustainability and a Masters in Environmental Science from Miami University, along with certificates in Environmental Education and Geographic Information Science. At Soil & Water, Elea provides conservation education for K-12 students through field trips, classroom lessons, internships, and STEM events. She also coordinates community programs such as Master Rain Gardener and Landowner Conservation Chats, and creates outreach materials such as the newsletter.

Amanda Best, Agricultural Specialist
Amanda started at Soil & Water in Fall 2022 as the first Urban Technician and switched to the Agricultural Specialist in the summer of 2023. Prior to starting with Clermont, Amanda worked as a survey aid for Woodford County SWCD in Illinois where she helped to get farm conservation projects on the ground. She graduated with a B.A. in Environmental Studies from Illinois Wesleyan University in spring of 2020. As the Agricultural Specialist Amanda helps implement agriculture-based conservation practices and programs at the county level, such as H2Ohio, as well as offers technical assistance and conservation education to farmers in the county.

Matt Sperry, Urban Specialist
Matt grew up in Indiana and moved to Fairfield, Ohio in 2013. Matt came to Clermont Soil & Water in 2025 after graduating from Miami University with a B.S. in Applied Biology in Environmental Science and a certificate in Geographic Information Systems. Matt is responsible for inspecting construction sites to ensure compliance with Clermont County’s Water Management and Sediment Control (WMSC) Regulations. This includes inspections of erosion and sediment control practices, storm water management basins and other storm water management facilities.

Abbie Frazer, Watershed Technician
Abbie first joined Clermont Soil & Water as a University Intern in the Summer of 2023. She later joined AmeriCorps in Fall of 2023 through the Ohio River Basin Corps program where she served with Soil & Water as a Watershed Technician. Her work primarily focused on water quality sampling and monitoring efforts, post-construction basin inspections, and assistance in environmental education for Clermont County. Abbie received her Associates in Environmental Studies from the University of Cincinnati in 2023 and plans to return to the University to complete her Bachelors in Environmental Studies with a Minor of Biology by Spring of 2027 while working part time with CSW, assisting in sampling and monitoring of the Williamsburg Wetland Project.

Todd Winemiller, Chair
Todd Winemiller is in his 5th term as a Board Supervisor, He and his family farm approximately 3,500 acres. Todd has played an active role with the Farm Service Agency, serving for 10 years on the County Committee, and also serves as a member of the OSU Extension Office’s advisory committee. In addition, Todd is a pilot and very active in local aviation chapters.
Connie O’Connor, Vice-Chair
Connie is in her second term as a Board Supervisor. Connie also serves as the Director of Applied Learning for the Cincinnati Nature Center, where she has worked for the past 30 years. Some of her more recent projects include leading Clermont County’s Ohio Certified Volunteer Naturalist program, leading a new teen conservation program, and designing new ways to plan and assess nature center programs. She wrote the business plan for the Nature Center’s Nature Preschool and was integral in the creation of its Nature PlayScape.
Dave Anspach, Secretary-Treasurer
Dave Anspach has a B.S. degree in Business from Miami University, and worked for the Farm Credit Services Agency for 15 yrs., before serving as Clermont SWCD’s Administrator from 1990-97. In 2006, Dave rejoined the SWCD family as a Board Supervisor. He is now completing his 7th term. Additionally, Dave serves as Secretary-Treasurer for the Ohio Federation of Soil and Water Conservation Districts, and served on the Clermont County Park Board from 1999-2024.
Tim Rose, Member
Tim is in his second term as a Board Supervisor. Tim Rose is a lifetime resident of Clermont County, and the third generation Rose to operate Ohio Pike Farms in Bethel. Together, Tim and his father farm nearly 1,000 acres of corn and soybeans rotating crops annually and practicing no-till planting. With the recent addition of grass filter strips through multiple fields, Tim continues to practice conservation on the farm. Tim is a young farmer with big plans for caring for his land and positively impacting the community he lives in. Tim has dedicated his life to the farm and plans to pass his knowledge of agriculture and the industry onto his children as they grow.
Mike McGraw, Member
Mike began his first term as board supervisor in 2025. Mike was born and raised in Cincinnati, Ohio and is the owner of Roothouse Aquaponics in Williamsburg. Mike and the Roothouse Team grow delicious living head lettuce, herbs, power greens, edible flowers, and raise a sashimi grade Tilapia. Aquaponics is an extremely conservation-minded practice of agriculture, using less water and land resources for year round daily harvests. Roothouse only uses rainwater in its greenhouse and there is no use of any pesticide or herbicide. In addition, Roothouse employs all NonGMO products, and creates zero-waste from its facility.
Joe Glassmeyer, Associate Supervisor
Joe owns and operates Glassmeyer Family Farms in Franklin Township. Their farm encompasses 510 acres of corn, soybeans, hay and pasture. Joe has been a board member since 1986. He also held various offices for the Ohio Federation of Soil & Water Conservation Districts (OFSWCD), including Area 4 Director from 2000 to 2008, Secretary-Treasurer from 2009-10, Vice President from 2011-12, and OFSWCD President from 2013-14.
